Responsibilities The Academic Personnel Analyst (HR Analyst 2 at Davis Campus) provides daily analytic support for the Department of Medical Microbiology and Immunology's academic and human resource activities. This position manages all personnel/payroll and requires extensive analytical skills to keep up with ever-changing school, campus, university, federal and state employment policies. Works in personnel/payroll systems for UCDH and UC campus, each with unique policy and procedure requirements. (UC Path, Ecotime, and Recruit) Manages manages all academic personnel actions in the department. Works closely with CAO, Research and Finance Managers for budgeting all FTE salary and beneft expenses in Aggie Budget for all funds. Manages the full spectrum of human resources for the Department of MMI including academic recruitment, academic appointment, change or separation action procedures, payroll processing. Manages and is responsible for updating and maintaining the department telephone/e-mail list for the department website and department list serves. Update various directories with accurate listing of current departmental personnel. Responsible for position description development for academic positions, development of interview questions, and utilization of additional recruitment avenues for challenging recruitments. Reviews and analyzes recruitment plans regarding screening, interview, and selection tools, policies and procedures. Ensures that all steps of the recruitment and selection process are in compliance with University policies and State and Federal laws. Provides assistance to supervisors and discuss recruitment process and strategies to aid in the development of diverse applicant pools. Manages and responsible for the hiring process of academics, and other associates of the department. Submits all documents required for formal authorization and processing. Directs employees regarding orientations, benefit program presentations, ID badges/key assignments and with other various campus systems for access (email, directories, library, parking, etc.). Coordinates with other campus units regarding shared funding, access to employee records, etc. Prepares correspondence requesting waivers or exceptions to policy, and other communications with employees. Respond to queries regarding equity or position description updates or reviews taking appropriate actions for review and reporting back recommendations to CAO, manager and impacted employee for a timely resolution. Acts as the lead for Interlocation Transfer Agreements with other UC Campuses and UCD Payroll.Responsible for the hires of all academic appointments of faculty, other academics, and student employees in consultation with the Department Manager. Uses Recruit, MIV and Aggie Service for academic hires in consultation with Central Offices. With recommendations from extramural accounting manager or department manager, makes funding changes to faculty payroll distributions, assuring timely entry to meet payroll deadlines in UC Path. Coordination with accounting staff for accurate account and effort information is critical. Splitting faculty salary cost among many extramural fund sources while maintaining accurate effort distribution within the payroll system requires outstanding knowledge of the database applications, and financial impact for errors.
Two years of knowledge and experience with Academic Personnel practices, laws, and regulations and policies
Work experience handling financial transactions
Demonstrated abillity to work independently and as a member of a team to achieve common objectives
Demonstrated experience/ability to use Mathematical skills to perform payroll and general accounting calculations
Demonstrated communication skills - writing and verbal. Knowledge of correct spelling, grammar, and excellent proofreading skills to produce documents, memos and letters independently
Skill to evaluate information and recommend appropriate solutions with proven initiative to locate and utilize campus resources in solving complex personnel and payroll problems
Ability to demonstrate initiative and exercise independent judgment with demonstrated ability to perform multiple assignments, meet deadlines, and maintain a high level of productivity
Proficiency with word processing, spreadsheets, email, web applications, and databases.
Critical thinking and applied problem-solving skills to research and analyze complex and/or differing information and/or problems related to all personnel activity in an objective manner
Analytical, problem solving and decision-making skills to recognize problems and define issues, and ability to implement solutions
Must be able to adjust hours to accommodate personnel and payroll deadlines
Special Requirements This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
